In early 1990, the 143rd received new Mobile Subscriber Communications Equipment (MSE), from GTE. Until this point, voice and data links were established using equipment dating to the Vietnam War era and some even as old as the Korean Conflict. The old systems were packed away and shipped out to Reserve and Guard units back in the US.

A training center was built in Eschbörn, on the fringes of Frankfurt, and for several intense months, the unit learned each new system and how to operate together as a network. Training lasted throughout the summer with the battalion establishing its first links in August, at Campo Pond, Hanäu.
